The device consists of an annular cap(20) fixed inside of a case(10) of a side mirror, a rotating lever(30) connected with the central front part of the annular cap(20), a rotating body(40) forming a guide groove(41) in which both ends of the rotating lever(30) is inserted and being assembled with the annular cap(20) movablely, a mirror holder(60) attaching rear view mirror(50) and being fixed to the rotating body(40), a control lever(70) being installed inside of a car, a ball joint(80) fixed on the case(10) and holding the ball(71) of the control lever(70), guide pipes(90) connecting between the annular cap(20) and the ball joint(80), and a wire(100) connecting between the rotating body(40) and ball(71) through a guide pipe(90).
