PURPOSE: To prepare a soil cover capable of readily fitting even if shape of a place to be laid is complicate, providing both of light-blocking property and water permeability, having good shape recovering property and capable of obtaining effect on preventing growth of weed over a long period, and provide a method for promoting growth of a plant using this soil cover. CONSTITUTION: A mixture of an inorganic fiber having 1-12μm average fiber diameter with a binder is laid and solidified so as to have 0.5-10kg/m<2> face density and <=200kg/m<3> density around the root of a planted plant to form the objective soil cover. The soil cover may contains, as necessary, a slow-acting or gradual release fertilizer, a plant growth regrator and an agrochemical such as a germicide, an insecticide or a rat repellent.
