a voltage controlled matching means which outputs the input voltage from an integrator after transferring the input voltage into a controlled voltage which is lower than the 'low' output level of the phase comparator and higher than the negative voltage supplying into the ECL gate; an unit ring oscillator means which outputs the pulse of frequency which is inverse proportional to the input voltage after inputting the output voltage from the voltage controlled matching means; a division means which outputs and divides the output frequency from the unit ring oscillator means.
