FIELD: steel making. SUBSTANCE: converter for making steel of solid and/or liquid initial substances, such as cast iron ingots and/or scrap and/or sponge iron, includes a tank for remelting with refractory layer, remelting device using oxygen or oxygen-carrying gas, and heating device. At least one self-consuming graphite electrode is used in the heating device to obtain maximum productivity with large amount of charged scrap, and steel of high purity. Remelting device is independent of heating device or has oxygen lance, or includes bottom blast lances and/or lateral blast lances placed below melting bath level.
