Representative vectors z1j, z2j are selected from code books CB1, CB2, respectively, and are multiplied by weighting factors w1, w2 having the same number of dimensions as the representative vectors by multipliers 21, 22 to generate weighted representative vectors z1iw1, z2jw2, respectively. They are then combined in a summing circuit portion 3, and the combination of z1i, z2j is selected by a control circuit so that the distance between the resultant vector yij and an input signal vector X becomes minimal. The weighting factor vectors w1, w2 have their respective factors at mutually different element positions, and are selected so that the sum of diagonal matrixes having the elements of these vectors becomes some multiples of a unit matrix.
