PURPOSE: To eliminate voltage deviation of a system voltage regulation and to generally rationally manage it by preventing the frequent tap switching operation of a transformer in a power receiving end substation of a system. CONSTITUTION: The load management controller comprises a controller 10 which estimates a system reactance by calculating and deciding by using a voltage, reactive power change generated from the result of the change in a system voltage and a power flow state, controlling the operation in relation to the use and excluding operation of the tap switching operation of a transformer 2 and a reactive power supply unit 4 while using the estimated system reactance, and falling the voltage and the power factor of a power receiving side system within a desired range. |
