PURPOSE: To efficiently recover and reuse toner adhering to an electrostatic charging brush, to maintaine a stable image, to conserve resources and to cope with earthly environment and office environment. CONSTITUTION: This device is constituted so that the residual toner after transfer which remains on a photoreceptor 1 is removed by using a developing device, and equipped with the electrostatic charging brush 2 electrostatically charging the photoreceptor 1, and further a metal plate-like toner accumulating member 3 temporarily accumulating the toner adhering to the brush 2 is disposed proximately to the brush 2. At the time of printing and at the time of non-printing, the surface potential V0 of the photoreceptor 1, impressed voltage V1 on the toner accumulating member 3, the impressed voltage V2 on the electrostatic charging brush 2, and the impressed voltage V3 on a developing roller 4 satisfy following expressions. expressions: at the time of printing|V2|>|V0|>|V1|>|V3|, and at the time of non-printing|V1|>|V3|>=|V2|>|V0|. |
