PURPOSE: To efficiently compress a picture and to improve picture quality as a whole. CONSTITUTION: A block divider 11 dividing input picture data into plural blocks, from a differential unit 12 executing a prescribed encoding processing for respective blocks to a variable length encoding circuit 17, a movement detector 20, a movement compensator 21, a frame memory 22 and a local decoder are provided. Furthermore, a frame memory 10 accumulating input picture data, a picture information evaluation circuit 50 evaluating information quantity of picture data accumulated in the frame memory 10 and a filter circuit 51 which executes adaptive filtering for picture data accumulated in input picture data based on the evaluation value of the information quantity are provided.
