PURPOSE: To reduce the deterioration of picture quality without considerably deteriorating the compression efficiency of a picture. CONSTITUTION: A picture state evaluation unit 30 dividing input picture data into plural blocks and evaluating the state of the picture for respective picture data which are made into blocks, a DCT circuit 14 executing an orthogonal conversion processing such as a DCT processing, for example, on picture data which is made into the block and a quantizer 15 quantizing data by a prescribed quantization step are provided. A quantization step controller 19 controls the prescribed quantization step in the quantizer 15 in accordance with the evaluation of a picture state by the picture state evaluation unit 30. |
