PURPOSE: To provide an instantaneously lighting type fluorescent lamp having strong adhesiveness of a phosphor layer and low discharge starting voltage, by using fine grain-shaped boric acid magnesium slurry as the binding agent slurry for bonding a phosphor to a glass tube. CONSTITUTION: This bonding agent slurry is used for bonding a phosphor to a glass tube of a florescent lamp, to contain in a composition of this solid component boric acid magnesium (mainly, metaboric acid magnesium), and center grain size of a binding agent in the slurry is 2.5μm or less. The boric acid magnesium is used preferable in a proportion of 6wt.% or less relating to the phosphor. When a binding agent of fine grain alumina is concurrently used in a binding agent of boric acid magnesium, adhesiveness is further improved, that is, preferable. It is preferable that a sum of boric acid magnesium and alumina is 6wt.% or less relating to the phosphor and further the alumina is in a quantity or less of the boric acid magnesium.
