PURPOSE: To make it difficult to analyze an identification number and to prevent the forgery of this number by producing an identification number that is printed on a voucher based on the order of arrangement of numbers constructing a ciphered pattern and also on a weight coefficient. CONSTITUTION: A file access key 13 used to give an access to a voucher file 11 storing the information proper to a voucher requester is ciphered based on the information on a check digit weight and the order of arrangement of numbers. Thus an identification number 16 is produced. In this instance, the information on the check digit weight and the order of arrangement of numbers which are different for every voucher issue request are selected by a random number 14. So that the key 13 is ciphered and outputted as the number 16. The number 16 is sent to a voucher issue terminal equipment 3 via a communication circuit 2. A voucher of a specific identification number is outputted through a voucher output part 32 of the equipment 3 to prepare for repayment of the voucher. Under such conditions, the regularity and continuity of the number 16 are lost and the analysis of the number 16 is difficult.
