<p>PURPOSE: To reduce mosquito noise at the periphery of a picture owing to orthogonal conversion encoding and to reduce the deterioration of picture quality. CONSTITUTION: A memory part 11 delays moving picture data D11 by one frame period. A movement detection part 12 compares picture data D12 delayed by one frame period with moving picture data D11, detects direction/moving quantity that the picture moves for respective frames and outputs a moving vector signal S11. A block part 13 changes a division base point on the screen in accordance with the moving vector signal S11 and makes moving picture data D11 into the block. An orthogonal conversion part 14 executes an orthogonal conversion processing on picture data D13 which is made into the block. A quantization part 15 quantizes conversion coefficient data in accordance with a quantization control signal S12. An encoding part 17 combines quantized conversion coefficient data D15, the moving vector signal S11 and the quantization control signal S12, encodes them and outputs encoding data D16.</p> |
