PURPOSE: To encode and decode information in a short processing time by a minimum system by encoding a block of input information in matrix units of a small size and compositing the encoded information with following encoded information, and processing them. CONSTITUTION: An image encoding device 4 divides the image information into blocks b×b (b=integer) size and encodes it with specific code length. A trimming device 5, on the other hand, generates a trimming signal in a free shape by an external two-dimensional area specifying device. The image processor 6 divides area information into blocks of n×m (n=integer) size and encodes it with a specific code length, and further adds the trimming signal to a part of the area information. An image/area controller 7 merges the encoded image information and area information with each other and performs processes for storage rotation, trimming, composition, etc., on a memory 8. Then, the controller 7 reads the merged information out of the memory 8 and an image decoding device 9 and an image processor 10 restores it to the original image information and image area information.
