PURPOSE: To easily and properly set the number of fluid heating devices to the load request when a system is started by calculating a specific number of heating devices permitted for operation based on the highest fluid temperature that can be supplied at an outlet part of each heating device and then outputting the operation permission signals to the heating devices in number equal to the number of heating devices permitted to be operated. CONSTITUTION: When a system is started, a number No of fluid heating devices 1 permitted to be operated is calculated based on the highest fluid temperature TBMAX that can be supplied at the outlet part of each of devices 1 which are placed in parallel to each other. That is, No=M×(TOSET-Ti)/(TBMAX-Ti), where M shows the total number of devices 1 with TOSET showing the set temperature of fluid on a fluid supply path 3, and Ti showing the return temperature of fluid on a fluid return path 4, respectively. The operation permission signals are outputted to the machines 1 according to the state of a load 2 and in the number equal to the No of devices 1. Thus the number of devices 1 can be easily and properly set to the request of the load 2.
