PURPOSE: To shorten a control distance even when a brake falls into a defective condition by providing an actuator controlling means with an idle-up signal output suspending function which suspends the outputting of the idle-up signal when a defective condition of a brake is detected by a brake defect detecting means. CONSTITUTION: When a defective condition of a front wheel brake or a rear wheel brake is detected, an idle-up signal output suspending function 16 suspends the outputting of an idle-up signal Siu. It is judged whether a differential pressure switch is ON or OFF. If the differential switch is OFF, an idle-up signal Siu is outputted so as to conduct ordinary anti-lock brake control. On the other hand, if the pressure difference switch is ON, it shows that either a front wheel brake or a rear wheel brake is defective. In this case, the outputting of the idle-up signal Siu is suspended in order to perform anti-lock brake control for the time of brake failure.
