PURPOSE: To discharge gas having a low CO concentration by loading an external oxidating agent at least in a part of a passage to discharge outside the gas generated by combustion of a gas generating agent using a nitrogen- containing compound and an oxidating agent as an effective component. CONSTITUTION: In a gas generating mechanism, first of all, when electricity flows to a lead wire 9, a platinum electrode is heated, and an enhancer 10 is electrically ignited by the heat, and an ignitor 4 is ignited thereby. This ignited ignitor 4 burns a gas generating agent 2, and gas is generated. High temperature gas just after it is generated is introduced to a coolant 6 through a gas blowout hole 5, and is cooled. At the same time, CO in the gas is oxidized into carbon dioxide by oxygen refined by thermal decomposition of an external oxidating agent loaded in the coolant 6, and the CO concentration is reduced.
