The system is characterized in that a bypass tube(14) is connected to a tube(17) for supplying warm water to a heating loading part and a heating pipeline(6) is then connected to a thermal switch, in that a regulating valve(2) for regulating an open amount according to the difference of a circulating water, is connected to one part of the bypass tube(14) and a discharging tube connected to the heating pipeline, and in that an opening part for opening the discharging tube(18) is mounted in one part of the discharging tube.
