The invention includes generating transformed signals in response to input data using a reversible wavelet transform 102. The resulting coefficients are subjected to bit significance embedded (prioritised) coding 103 and then entropy coding 104. In one embodiment, the input data is decomposed using a non-minimal length reversible filter. The decomposition may be performed using multiple one-dimension filters. The embedded coding 103 involves frequency-based modelling ("zerotree" coding) or joint spatial/frequency modelling ("horizon" encoding).
