PURPOSE: To improve the picture quality of restored pictures by performing different processings corresponding to the class of thinned-out picture elements and obtaining the picture element value of the thinned-out picture elements. CONSTITUTION: An average interpolation value generation circuit 51 obtains pictures thinned out by a sub sampling circuit by average value interpolation in a horizontal line direction. That is, the average interpolation value generation circuit 51 supplies input data through delay elements (D) 51A and 51B for respectively delaying the input data for one picture element in a horizontal direction to an addition circuit 51D and also supplies the input data to the addition circuit 51D as they are. As a result, in the addition circuit 51D, the picture element value of the thinned-out picture elements during the time is calculated from sampling picture elements. Then, an edge emphasis filter 53 emphasizes an edge near a horizontal interpolation picture element by performing a two-dimensional edge emphasis processing. Thus, edge information and texture information lost by average value interpolation are recovered to the level close to the original pictures. |
