drying a fiber strip(2) of the length of 10-40 cm; providing the fiber to beating device(5) by a hopper and a feeder, and spreading the fiber strip to a matrix shape so that the fiber strip can have a constant thickness; inserting the mat(1) formed in the bearing device(5) between a pair of first rollers, and passing it; spraying a vegetable adhesive(10) on the mat by a spray gun(7) installed between a pair of the first rollers and a pair of second rollers; passing the fiber strip(2) between a pair of second rollers(8); and drying the mat consisting of fiber strips at 70-80 deg.C so as to maintain the mat of irregular net shape.
