PURPOSE: To provide a fixing device which satisfies shortening a preheating time simultaneously with the power saving of the device, where a rush current does not flow at the time of starting energizing a heat source and whose constitution is simple, and to provide a bar-like heating element where a surface temperature rise time is short, whose power consumption is low and which is appropriately used as the heat roller of the heating and fixing device. CONSTITUTION: In the heat roller type fixing device, a heating roller 10 is provided with a cylindrical base material 11, an insulating film 12 formed on the outer surface of the base material 11, a heating resistance pattern 13 formed on the insulating film 12 and constituted of a belt-like body where Ag-Pd alloy is a conductor and whose thickness is 5-20μm, and feeding rings 31 and 32 for applying the current to the pattern 13. The bar-like heating element is provided with a base material made of metal, an insulating film which is formed on the outer surface of the base material and whose thickness is 50-100μm, and a heating resistance pattern formed on the insulating film and constituted of the belt-like body where the Ag-Pd alloy is the conductor and whose thickness is 5-20μm.
