PURPOSE: To realize an image coding decoding processing unit in which a minimum compression rate is warranted, the transfer quantity per unit time is limited and the coexistence with other units is available. CONSTITUTION: Transfer control information to control a transfer quantity per unit time on a transmission line is given from a transfer control section 2 to an information transfer section 1. In the case of coding, the information transfer section 1 receives image information externally according to the transfer control information and gives the information to an image information coding decoding section 3. A code quantity control section 4 gives code quantity control information used to control the code quantity to the image information coding decoding section 3. The image information coding decoding section 3 codes the image information according to the code quantity control information outputted from the code quantity control section 4. The information transfer section 1 transfers the code information outputted from the image information coding decoding section 3 to an external device while the transfer quantity per unit time is controlled by the transfer control section 2.
