PURPOSE: To reconcile the wear resistance and the thermal cracking resistance and attempt the high quality and cost reduction and reduce the consumption unit as a roll material used in hot rolling in the production of iron steel, particularly, in a continuous hot rolling process, rough rolling or the like. CONSTITUTION: A foll ror hot rolling in which 30 to 500μm scales are applied to the surface layer of a low alloy steel contg., as chemical compsn., by weight, 0.05 to 0.5% C, 0.3 to 4% Cr, 0.5 to 4% Ni, and the balance Fe with inevitable elements is applied, by which its thermal cracking resistance can remarkably be improved without impairing its wear resistance, and the high quality of the product and reduction in the consumtion unit of the roll are attempted.
