The system is for shipping cargo in the ship anchoring at a position by a loading crane although the weather is bad. The system comprises a roof(2) and a wall(3) installed in a anchoring space(10) and a vehicle(32)'s moving space(30); a running rail(6) installed in fixation parts(4,5); a shipment crane(11) moving on the rail(6) and having connection parts(12,12c) and hooks(13,13c); guiders(16,16a) and hooks(17-17c) installed in the shipment crane(11) and driven by a pneumatic cylinder(15); rollers(20-20c) fixed by pins(18-18c) at the connection parts(12-12c) and driven wires(26-26c) wound around winches(25,25a); weight sensors(22-22c); and the winches(25,25a).
