The electric insulating polymer is prepared by (A) establishing a stress relief cone(60) in between the inner faces of an insulating skirt(20) and an attaching jig(30), and (B) treating with insulating sealant(70) on the connecting interface of the upper part of the skirt(20) and the attaching jig(30). The inner and outer side of connection of the attaching jig(30) is anti-conductively coated with the metallic powder contained enamel paint having 10-2˜10-1 ohm-cm of volume resistance. The stress relief cone(60) for relaxing electric field is cone shaped and has 104˜106 ohm-cm of volume resistance, while the insulating sealant(70) has 1012˜1013 ohm-cm of volume resistance.
