PURPOSE: To freely set an objective function when the objective function is constituted in the linear function of respective standby path installation numbers without depending on the initial value of the standby path installation numbers. CONSTITUTION: At a point P<(k)> inside an executable area, distances Di <(k)> with executable area boundaries in respective axial directions are obtained (a step S3.) Then, the point is moved in a direction where the distances for which weighting by the coefficient Ci of the standby path installation number Xi in the objective function is performed become equal (the steps S4 and S5) and repetition is performed until returning to the executable area (the steps S6 and S7.) Then, at the time of defining the respective standby path installation numbers as Xi <(l)> -αCi , a maximumαfor satisfying a set relief rate for an optional transmission line fault is obtained (the step S8.) At the time ofα<=ε(the step S9,) a processing is ended and Xi <(k+1)> at the point of time is defined as a solution. At the time ofα>ε, it is defined as Xi <(k+2)> =Xi <(k+1)> -αβCi (the step S10,) (k) is increased (the step $11) and the processing from the step S3 is repeated.
