PURPOSE: To provide a process controller which can stably control a process having a long dead time. CONSTITUTION: The process controller controls a process 2 having a long dead time by means of a process model and is provided with a process model means 7 which can output the step response value ai based on the manipulated variable MV that is outputted from the main body of the process controller and a step response model where a process model is equal to the response characteristic to the time of the value ai, an estimated value calculation means 8 which outputs an estimated increase/decrease valueΔPVp, i.e., an increase/decrease component set to an estimated controlled variable based on the variable MV and an estimation expression to the variable ai, and an addition means 9 which calculates an estimated controlled variable PVp by adding a controlled variable PV receied from the process 2 to the valueΔPVp, and the process controller controls the process 2 based on the variable PVp.
