PURPOSE: To effectively utilize even a channel to which scrambling is performed by forcedly displaying a specified picture or sound in a receiver when the scrambling is not appropriately cancelled. CONSTITUTION: Transmission signals are provided with video signals to which scrambling is performed and digital character signals and a password overlapping with the video signals. The receiver is provided with a tuner 2, a video signal and sound signal controller 3, a decoder 4, a signal monitoring device 5 and a microprocessor 6. Then, when the password retrieved by the signal monitoring device 5 matches the password imparted to the decoder 4 beforehand, the decoder 4 is activated and the scrambling is cancelled. On the other hand, when the password is not confirmed, a means for outputting the character signals outputted from the tuner 2 to the microprocessor 6 is used. |
