PURPOSE: To provide improved restored images even in the case of compressing image information which can not be divided as completed DCT blocks. CONSTITUTION: A block division part 2 divides input image information into the blocks of a prescribed picture element number in horizontal and vertical directions. In this case, when the block for which the input image information is not completely packed inside the block is generated by the relation of the picture element number and the picture element number of the blocks, original image information is filtered in the vertical direction by a vertical filter composed of an adder 6, a coefficient unit 7, a delay circuit 8 and a switch 9 for the block. Then, the unpacked part is replenished with the image information obtained as the result and the block is filled. |
