A capacitance (C) is coupled in parallel over the two switches (S1,S2) and the one port (U1) of the converter is formed by the first conductor one end and a coupling node (5) in the first conductor between the switches. - The other port (U2) of the converter is formed by the second end (2) of the first conductor and the node (5). The switches are controllable to a selectable pulse period-time ratio (5). The switches are controllable to a selectable pulse period-time ratio (D). Regulating components (R1,R2) establish control signals for creating the switch pulse-period-time ratio, for regulating the converter energy flow direction and output voltage.
