The device includes of a pick-up unit which reads data from a spinning disc, a RF amplifying unit which amplifies the read data, a FM demodulating unit which demodulates the amplified data, a phase synchronization control unit which generates clocks, a time axis correcting unit which is for the time axis correction of data, a video amplifying unit which outputs video output data by amplifying video signals, a high speed starting mode switch which is to set to high speed mode, a level detecting unit which detects the average level of the corrected data, and a control unit which controls the transmission of the detected data to the program part of the pick-up unit.
