an initial voltage adjusting circuit (1) adjusting the initial voltage applied to the primary coil of a transformer (T); a first capacitor (C1) storing the initial voltage, applying it to the primary coil and having a capacitance which allows use of the transformer to a saturated range; a transformer drive controller (2) including a thyristor (SCR), with a diode preventing thyristor damage from a counter electromotive force generated in the transformer; a second resistor(R2) adjusting the impedance of the secondary coil of the transformer to reflect a variation in voltage occurring at a pocket cell terminal (PC); a second capacitor (C3) shutting off a final voltage to be fed to the secondary coil of the transformer; and a final voltage adjusting circuit (3) adjusting the final voltage to be stored in the second capacitor. The initial voltage adjusting circuit consists of a variable resistor (VR1) and a resistor (R1) which are connected in series to a voltage source, with a common junction connected to the first capacitor.
