calculating bit assignment and step size, if a coded digital audio signal is inputted and decoding a value of a frequency area which is reverse-multiplexed; inverse-quantizing the decoded value by using the bit assignment and the step size; determining whether a signal process for a person who has difficulty in hearing is needed, and entering a next step, if not needed; assigning a weighed value corresponding to each frequency band, if needed; reverse-frequency converting and decoding each frequency band signal into a time area signal and converting a digital audio signal into an analog audio signal; checking whether a newly coded audio signal is inputted, and if inputted, returning to an initial step; and if not inputted, completing all steps.
