PURPOSE: To reduce the stagnation part of a liquid to be treated while enhancing quality by performing the operation of polymerization reaction by stirring blades formed by connecting the horizontal direction members provided to the lower part of a frame structure and the horizontal direction members provided to the upper part of other frame structure in a crossing state. CONSTITUTION: Rotation is transmitted to a stirring blade member 8a by a rotary shaft 2. A rectangular frame constituted of stirring blade members 8a, 8b, 9a, 9b is rotated along the inner wall of a stirring tank main body 1 to stirr and mix a liquid to be treated. The stirring blade members 8a, 8b, 8c, 8d arranged in the stirring tank main body in a horizontal direction are rotated in a horizontal direction to contribute to stirring/mixing in a radius direction. Since stirring blade members 9a, 9b, 9c, 9e, 9f in a vertical direction scrape the wall surface of the tank main body uniformly, the stagnation part of the liquid to be treated is eliminated. Since the rectangular stirring element and the next rectangular stirring element are attached with a predetermined angle, the shape of the liquid to be treated formed by stirring becomes complicated and the ratio of the surface area of the liquid to be treated with respect to the vol. of the tank main body is increased.
