PURPOSE: To produce the subject pitch having a high softening point from a volatile component-containing petroleum heavy oil, from which pitch is conventionally hardly produced, in high yield by a specific method, that is, nitrating the petroleum heavy oil in an emulsified state together with a nitrating agent. CONSTITUTION: A petroleum heavy oil [preferably, an aromatic carbon ratio (favalue), 0.7-0.4; containing a volatile component and liquid at normal temperature] and a nitrating agent (preferably, a nitric acid aqueous solution of 30-50wt.% in concentration) are mixed and emulsified to obtain an emulsion in which an aqueous layer having preferably an average particle diameter of l-100μm is dispersed in an oil layer. The petroleum heavy oil is nitrated in this emulsified state. Subsequently, the remaining water, unreacted nitrating agent, etc., are fractionally removed from the reaction mixture and the nitrated product is polymerized under heating. Volatile component is removed from the polymer by reduced pressure distillation and the obtained nitrogen-containing isotropic pitch is treated by adjusting softening point, residual carbon ratio, etc., to obtain the objective pitch.
