PURPOSE: To provide a method and device for compensating and encoding motions adaptive to the motion amount by generating motion-compensated data. CONSTITUTION: The device for compensating and encoding motion is provided with a global motion predicting section 53 which generates a global motion vector indicating the spatial positional difference of the present image generated by using a picture element value supplied from a second memory against a reference image generated by using the picture element value stored in a first memory 17, compensates the motion of the reference picture based on the global motion vector, and stores the motion-compensated reference image, a motion compensating section 55 which generates a motion-compensated picture element value by using the picture element value stored in the predicting section 53 and a local motion vector, and a means which generates the difference value between each picture element value outputted from the second memory 56 and the corresponding motion-compensated picture element value outputted from the compensating section 55.
