PURPOSE: To detect a motion vector more properly as an evaluation function including the vector itself in a difference value. CONSTITUTION: A difference value changing part 20 consisting of a comparator 21, an analog divider 22 and a selector 23 is placed at the preceding stage of a conventional minimum difference value detector 10. The difference value Diff and weight W are inputted to the analog divider 22 and the difference value is made smaller than an actual value corresponding to W to be outputted as W.Diff. In the comparator 21, while searching the moving vector, the searching motion vector MV and a default motion vector MVdef are compared every time. Then, at the time of agreement, an output Q is outputted so that the selector 23 selects not Diff but W.Diff and output it. Namely, at a place excepting for MVdef, the difference value is outputted to the minimum difference value detector 10 as it is and when it agrees with MVdef, the difference value made smaller than the actual value corresponding to W is outputted. Namely, the evaluation function becomes equivalent to one which is made small at MVdef. |
