PURPOSE: To enable effective restricting the deterioration of image quality in decoded image data by dividing input picture data into small sections in a main scanning direction and specifying encoding data obtained by means of compressing the first small section in spite of the contents of the second small section. CONSTITUTION: Input picture data is compressed and the result is outputted as encoding data. Then, a small section generating means divideds input image data so as to form the plural small sections S0 , S1 ,..., Sj-1 , Sj which respectively consist of plural picture elements along the main scanning direction. An image data compressing means compresses the first small section S0 so as to specify encoding data obtained by compressing the first small section S0 in spite of the contents of the second small section S1 being adjacent to the first small section S0 . Therefore, even when an error Q0 occurs at the time of decoding the second small section S1 , the error Q0 is prevented from being propagated to the first small section S0 . |
