PURPOSE: To improve an unstable toner holding state, to prevent toner from being scattered toward a transfer paper, to make electrical contact force among the toner strong and to prevent the toner from being peeled in the intermediate part of a toner layer by electrostatically charging the toner on an intermediate transfer belt before it is transferred on the transfer paper. CONSTITUTION: This device is provided with a pretransfer charger 50 consisting of a corona electric discharger as a means for electrostatically charging the toner on the intermediate transfer belt 19 before the transfer paper 211 enters a transfer bias roller 23-1. The electric discharge of a toner image formed on the belt 19 is executed by the charger 50 and the toner is electrostatically charged further. Then, the electrical contact force among the toner is made strong. Thus, since the electrical contact force among the toner is made strong even in the case that flocculation is caused among the toner because a bias whose polarity is reverse to the toner is impressed and the paper 26 is pressured by the roller 23-1 when a transfer action is executed on the paper 24, middle omission of a character part is not caused at a character part. |
