PURPOSE: To provide a retroreflective road sign for indicating high retroreflection lightness at a high incident angle. CONSTITUTION: This flat retroreflective road sign sheet is provided with a binder layer, provided with first and second main surfaces and plural fine balls partially embedded in the first main surface of the binder layer and partially projected from there, and the binder layer is provided with a binder material and pigment particles. In this case, the binder layer is provided with the pigment particles of about 5-15volume%, the fine balls are provided with the average refractive index of about 1.70-about 1.95 and then, the fine balls exist for an amount sufficient for covering about 6-about 12% of the area of the first main surface.
