PURPOSE: To improve encoding efficiency by eliminating the transmission of futile motion vectors. CONSTITUTION: A document discriminator 41 discriminates whether an input image is document or not. When the discrimination is completed by the document discriminator 41, address generators 22 and 42 respectively generate addresses for detecting the motion vector for the unit of a frame in the unit of a block. A selector 43 selects any address generated by the address generators 22 and 42. Sum-total end signals from the address generators 22 and 42 are selected by the selector 43. Each time the sum-total end signals are inputted, a vector generator 30 outputs the next try vector. When a minimum value detecting signal and the sum-total end signals are outputted, a mask circuit 29 outputs a fetch pulse. Registers 27 and 31 respectively hold an evaluated value and the motion vector. An evaluation computing element 21 calculates the evaluated value. A comparator 28 compares the evaluated value with the contents of the register 27 and outputs the minimum value detecting signal. |
