PURPOSE: To provide an image forming device capable of using toner having small grain size without hindrance and fogging, and obtaining highly dense and extremely sharp image recording in a color image forming device forming an image by superposing toners of many colors on an image carrier by plural developing devices. CONSTITUTION: In this image forming device which is provided with plural developing devices performing reversal development by allowing the toner to fly under oscillating electric field, and allows many colors of toner to be superposed on the image carrier 1; the respective developing devices 4 satisfy following conditions. (1)|DC bias voltage E1 impressed on a developer carrier|<=|DC bias voltage E3 impressed on an electrode part|<|the maximum potential of an electostatic latent image on the image carrier|when the electrostatic latent image on the image carrier (1) is developed with toner loaded in the developing device 4, and (2)|the maximum potential of the electrostatic latent image on the image carrier|<=|DC bias voltage E3 impressed on the electrode part$ k when the electrostatic latent image on the image carrier 1 is developed with the toner loaded in the other developing devices 4.
