PURPOSE: To provide a plastic optical fiber which has a required refractive index change, and is easy to manufacture at low cost. CONSTITUTION: An organic low molecular material to which a low molecular compound with high refractive index is mixed is poured into the inner surface of a hollow glass pipe 11a followed by polymerization to form a rod 12a with high refractive index, the glass tube is then removed, a hollow glass pipe 11a having a diameter larger than the rod 12a is arranged on the outside of the rod 12a, and an organic low molecular material in which the refractive index is lowered by changing the blending ratio of the low molecular compound with high refractive index and the organic low molecular compound is poured into the hollow part followed by polymerization to form a rod having a refractive index lower than the rod 12a. This operation is repeated plural times to perform multistage polymerization, whereby a core 12a having a refractive index distribution in which the refractive index is gradually lowered from the center to the outside is formed.
