PURPOSE: To reduce the formation of sludge (precipitate in developer), to relieve the deterioration of a developer and to prevent contact of a roller with a liq. surface lid by providing a fixed lid with the exposed area/developer volume specified at the upper part of a developing tank. CONSTITUTION: A fixed lid 18 to control the exposed area (cm<2> )/developer volume (cm<3> ) to 0.003 to 0.30 is provided at the upper part of a developing tank 5. The lid 18 is fixed to the side plate of the developing tank 5 in the conveying width direction at a specified height in the tank 5. The specified height is set so that the lower face of the lid 18 is brought into contact with the free surface S of the developer in the tank 5 and the contact area between the developer and air is reduced. The lid 18 is hinged to one upper part of the side plate of the tank 5 and made closable. By using such a fixed lid 18, processing is stably conducted without generating halftone redness.
