The elastic coating material compsn. comprises water soluble acryl emulsion as the binding agent and as additives, inorganic filler, dispersing agent, antifoaming agent, thickener. The acryl resin having 0.3-30 micrometer of particle size in the inorganic emulsion is contained 15-45 wt.% in total coating material. Calcium carbonate in the inorganic filler is contained 35-75 wt.% in total coating material. Pref. the coating material compsn. comprises 0.05-2 wt.% of isothiazolone deriv. of formula (I). The obtd. coating material compsn. has a water permeability and an elasticity. In the formula, R1 is C1-8 alkyl; R2 is H, halogen or C1-4 alkyl; R3 is H or Cl.
