摘要 <p>PURPOSE: To decrease the number of times of calculation for the interpolation of a luminance value by performing approximation with use of a picture element value at the position closest to this coordinate in a high definition reference image when the luminance value of the reference image at the position whose coordinate value is not an integer is required. CONSTITUTION: A high definition reference image 406 in which the luminance value at the point whose (x) and (y) coordinates are respectively the integer multiple of 1/m1 and 1/m2 (m1 and m2 are positive integers) in a reference image 404 is obtd. by interpolation is provided. Therefore, in the high definition reference image 406, a picture element exists at the point whose (x) and (y) coordinates are respectively the integer multiple of 1/m1 and 1/m2. When a coordinate value is required in motion estimating processing, the approximation is performed with the luminance value of the picture element existing at the position closest to this coordinate in the high definition reference image 406. Thus, since the interpolating processing is previously performed by a reference image high definition circuit 405, the calculation amt. can be reduced.</p>
