PURPOSE: To provide a vector quantization device realizing vector quantization without a useless code vector so as to becomeωj-1>ω>j. CONSTITUTION: This device is provided with an LSP parameter analyzer l obtaining an LSP parameter showing voice path information of a voice, an LSP parameter divider 11 dividing the LSP parameter to two of even numbered and odd numbered orders, an LSP parameter coefficient converter 4 converting the divided even numbered or odd numbered LSP parameter to a ratio for the adjacent LSP parameter, an LSP parameter vector quantizer 5 vector quantizing the converted LSP parameter and the LSP parameter vector quantizer 2 vector quantizing the unconverted LSP parameter.
