PURPOSE: To obtain excellent cleaning performance and also to prevent faulty electrification caused by toner's adhesion to an electrifying electrode in an electrifying and cleaning device removing residual toner on an image carrier and also uniformly electrifying the surface of the image carrier. CONSTITUTION: This device has an elastic blade 2 which is constituted of a nearly plate-like insulating member and whose leading edge part 2a is allowed to press-contact with a charge receiving body (image carrier) 1, and an electrifying electrode layer 4 and a resistance layer 5 with which the electrode layer 4 is coated are provided on an opposed surface to the charge receiving body 1 backward from the leading edge 2b of the blade 2. Assuming that the sum of the thickness of the electrode layer 4 and the resistance layer 5 is T (mm) and an angle formed by the blade leading edge part 2a with the tangent of the charge receiving body 1 at a position where the blade 2 comes in contact therewith is Wa ( deg.), length X (mm) from the blade leading edge 2b to the leading edge of the resistance layer 5 is set within 10×10<-5> +(7.5×10<-3> +T)/SIN (Wa) +(150×10<-3> +T)/SIN(Wa).
