The apparatus is for controlling the amount of the carburetion according to the engine states and a outdoor air temp by installing on a suction port(20) so that it can prevent imperfect combution. The apparatus comprises the thermal conduction element(50), installed on the suction port(20), including a high temp part and a low temp part; a thermal conduction plate(52), connected to the high temp part of the thermal conduction element(50), discharging heat; and a controller(42) supplying or breaking the current for the element(50) based on the outdoor air temp and the operation state of the engine.
