The device has a thermoelectric component (3), e.g. a Peltier element, with its opposing surfaces (3a, 3b) heated or cooled. One of these surfaces (3b) is fitted with a heat conductive cap (4), with a handgrip (1) at the opposite end of the thermoelectric component. The surface facing the cap is thermally coupled to a further cap segment (6), which is thermally separated from the heat conductive cap via an isolation element (5). Pref. the outer contour of the cap segment is matched to that of the heat conductive cap to form a flush surface.
